Advanced Micro Devices Inc (NASDAQ: AMD) partnered with Cisco Systems Inc (NASDAQ: CSCO) and HUMAIN to launch a new AI infrastructure platform in Saudi Arabia. The deployment utilizes AMD Instinct MI355X GPUs and AMD EPYC CPUs to support sovereign AI workloads.
AMD Chair and CEO Lisa Su stated that the launch marks an important milestone in the company's work with HUMAIN. She noted that the initiative establishes an open, high-performance platform designed to expand over time.
The platform went live on Monday, enabling HUMAIN to offer GPU-as-a-service for tasks ranging from AI model training to inference. Cisco supplies the underlying networking infrastructure, including its Silicon One technology, N9000 Series platform, and 800G optics.
Expansion Plans To 250 MW
The partners plan to deploy up to 250 MW of additional AI infrastructure starting in 2027. This expansion will be powered by AMD Instinct MI400 Series GPUs, EPYC CPUs, and ROCm open software, alongside Cisco networking technology.
Capacity from this phase is expected to come online in the second half of 2027. The move supports the companies' previously announced joint venture, which aims to deploy up to 1 GW of AI infrastructure by 2030.
Sovereign AI Demand
HUMAIN CEO Tareq Amin stated that demand for sovereign, high-performance AI infrastructure continues to grow. Cisco Chair and CEO Chuck Robbins noted the region is shifting from AI investment toward deployment.
The platform is built around open models, software, and locally operated infrastructure. This design provides customers greater control over data location, model customization, and AI deployment.
Market Reaction & Analyst Views

ETF Exposure
AMD holds significant weight in major technology ETFs, which can drive automatic trading flows:
| ETF | Weight |

| ARK Next Generation Internet ETF (ARKW) | 7.00% |
| ARK Autonomous Technology & Robotics ETF (ARKQ) | 5.86% |
What the Numbers Show
The partnership structure reveals a clear division of labor in the AI supply chain. While AMD provides the core compute hardware (GPUs and CPUs), Cisco handles the critical networking layer (Silicon One, N9000). This integration suggests that future revenue growth for both firms in this region will depend on the successful scaling of the 250 MW deployment planned for 2027, rather than just initial hardware sales.
How might the successful scaling of the 250 MW deployment in 2027 impact AMD's competitive positioning against NVIDIA in the sovereign AI market?
What specific regulatory or data sovereignty challenges could arise as HUMAIN expands its GPU-as-a-service offerings to local enterprises in Saudi Arabia?
Could the reliance on Cisco's networking infrastructure create a bottleneck for AMD's future expansion plans if supply chain constraints persist for high-speed optics?
