Canadian Commercial Corporation (CCC) has signed a Memorandum of Understanding (MoU) with Kuwait’s Ministry of Defence to establish a government-to-government (G2G) framework for defence and security cooperation. The agreement, executed on September 28, 2026, aims to facilitate access for Canadian companies to Kuwait’s modernization priorities.

The MoU was signed by Canada’s Minister of Foreign Affairs, Anita Anand, on behalf of CCC, and Kuwait’s Minister of Foreign Affairs, Sheikh Jarrah Jaber Al-Ahmad Al-Sabah, on behalf of the Kuwaiti ministry. This follows high-level discussions between officials from both nations.

Framework for procurement

Under this new G2G framework, CCC will provide Kuwait with access to a full range of proven Canadian capabilities. The agency operates on behalf of the Government of Canada, offering foreign governments streamlined access to qualified Canadian suppliers through contracts signed in the name of the Government of Canada.

Every G2G contract includes an assurance of contract performance backed by the Government of Canada. This mechanism is designed to reduce risk for both buyers and sellers while ensuring transparency and accountability in international trade.

Bobby Kwon, President and Chief Executive Officer of CCC, stated that the MoU reflects the strong and growing relationship between Canada and Kuwait. He noted that establishing this G2G framework creates new opportunities for Canadian exporters while supporting Kuwait’s efforts to access reliable, high-quality capabilities.

The agreement reinforces Canada’s broader engagement in the Gulf region. By establishing a trusted procurement channel with Kuwait, CCC aims to create a platform for expanding Canadian defence and security exports across the wider region.
