eMudhra has been appointed as a Validation Agent for Legal Entity Identifiers (LEIs) by the Global Legal Entity Identifier Foundation (GLEIF). The appointment enables the company to integrate LEI application and renewal into its existing identity-verification processes.

The role positions eMudhra to support organizations in obtaining standardized organizational identities more efficiently. This development aligns with India’s status as the jurisdiction with the largest number of active LEIs, a position it achieved in January 2026.

Strategic Integration

eMudhra will operate as a Validation Agent for Legal Entity Identifier India Limited (LEIL), a GLEIF-accredited issuer and wholly owned subsidiary of the Clearing Corporation of India Limited (CCIL). LEIL is currently the only LEI Issuer recognized by the Reserve Bank of India (RBI) under the Payment and Settlement Systems Act.

The arrangement allows eMudhra to embed LEI services within its established onboarding channels. This reduces the need for organizations to undergo separate verification checks across different service providers. LEIL will continue to ensure issuance and maintenance of records in accordance with Global LEI System requirements.

Regulatory Context

The RBI issued a master direction in March 2026 consolidating LEI requirements for specified transactions. These include government securities, money market instruments, foreign exchange instruments, and derivatives. All resident and non-resident participants within the scope of this direction must obtain and maintain current LEIs.

India recorded the highest LEI growth rate of any jurisdiction during the second quarter of 2026. The integration of LEI services into existing digital infrastructure aims to support this sustained demand across the financial ecosystem.

Global Standards Alignment

The appointment reflects broader shifts toward consistent organizational identification in cross-border financial processes. The Financial Action Task Force (FATF) revised Recommendation 16 in June 2025. This revision establishes standardized information requirements for certain cross-border payments and recognizes the LEI as an identifier for legal persons. Jurisdictions are expected to implement these revised requirements by the end of 2030.

Alexandre Kech, CEO of GLEIF, noted that sustained growth in LEI adoption in India demonstrates how trusted organizational identity supports transparency. He stated that welcoming eMudhra will help meet increasing demand for LEIs in India and internationally.
