Empower , a vertically integrated producer of American-made lithium, appointed Andrew Sinclair as chief public and government affairs officer. Sinclair will lead the company’s new Washington, D.C., and Austin offices as Empower targets first commercial lithium sales in 2027.
Sinclair brings more than two decades of experience in public affairs to the Dallas-based company. He will oversee government relations, media, and communications. This appointment aligns with the U.S. strategic interest in critical minerals, where the United States controls only 1% of global lithium processing capacity.
Strategic leadership expansion
Patrick Dowling, CEO of Empower, stated that Sinclair joins at a critical juncture as the company plans to launch first commercial sales in 2027. Dowling noted that Sinclair’s extensive experience in government affairs and policy makes him a cornerstone of a team strategically assembled for American lithium production leadership.
Prior to joining Empower, Sinclair spent nine years at ExxonMobil overseeing state government relations in the Northeast. He also helped build the public and government affairs team in Guyana, one of the largest active energy developments globally. During his tenure at ExxonMobil, Sinclair received a global innovation award for developing an integrated advocacy campaign that changed New Jersey’s corporate law.
Operational and technology milestones
Empower was strategically assembled to secure the American lithium supply chain by managing the full value chain from wellhead to customer. The company’s proprietary direct lithium extraction and conversion technology has been validated on more than 40 brine resources globally.
Through independent third-party testing, Empower consistently produces battery-grade lithium carbonate purity levels between 99.68% and 99.91%. The company is scaling rapidly with multiple mineral asset positions throughout the Americas currently under internal resource validation at its Operations and Innovation Center in Dallas, Texas.
What the numbers show
The appointment of a senior executive with specific regulatory expertise highlights the dependency on policy alignment for Empower’s commercialization roadmap. With the U.S. controlling only 1% of global lithium processing capacity, the company’s reliance on government relations is structurally significant. The validation of technology across more than 40 brine resources supports the technical feasibility of the planned 2027 commercial sales, though the timeline remains contingent on regulatory and operational execution.
