Holtec International has appointed a safety leadership team to oversee the restart of the Palisades nuclear plant, marking a critical step in the first-ever reopening of a U.S. nuclear facility. Fadi Diya will commence his role as Senior Vice President and Chief Nuclear Officer (CNO) on July 27, 2026. Additionally, the Palisades Nuclear Safety Review Board (NSRB) will be established on August 3, 2026, comprising three industry veterans to ensure operational safety and environmental protection.

Diya brings over four decades of experience in the nuclear power sector, having previously served as Senior Vice President and CNO for Ameren Missouri. During his tenure, the Callaway Energy Center achieved an INPO 1 rating. He also held leadership roles at Progress Energy, Nebraska Public Power District, Energy Northwest, and Arizona Public Service Company. Diya holds bachelor’s and master’s degrees in civil engineering from Bradley University and is a senior reactor operator certified professional.

The NSRB will be chaired by Michael W. Rencheck, who served as Executive Vice Chairman of Bruce Power L.P. from July 2024 to June 2026 and as its President and CEO from August 2016 to June 2024. Rencheck also held senior positions at AREVA Group, including Deputy Chief Operating Officer and President of AREVA Inc. His extensive experience in nuclear and renewable energy projects will guide the board’s oversight of Palisades’ restart.

Edward Callan, another NSRB member, served as Nuclear Safety Review Board Maintenance/Work Management Subcommittee Chair for TVA Nuclear sites from 2022 to 2025. He previously held vice president roles at Constellation/Exelon and Three Mile Island. Callan currently supports the Crane Clean Energy Center startup review boards and was its interim vice president in 2025.

Joel Gebbie, the third NSRB member, is the owner of JPG Advisory LLC and retired as Senior Vice President and CNO from American Electric Power in July 2022. Gebbie has consulted on Palisades’ restart program and serves on the National Accrediting Board for Nuclear Training. His expertise in returning decommissioning plants to power operations will be instrumental in the project.

Reflecting the emphasis on safety, Rencheck is expected to join Holtec’s Board of Directors and chair its Nuclear Oversight Committee. The appointments underscore Holtec’s commitment to innovation and energy security as it advances the Palisades restart and its SMR-300™ small modular reactor technology.
