"When generations of Israelis and Palestinians have grown up with cycles of conflict and violence, we also need to support the local community organisations who are building dialogue, peace and trust across communities," Cooper stated.
Support for Grassroots Initiatives
The fund will finance a broad range of civil society organizations, including bilingual schools, women's entrepreneurship programs, joint policy incubators, healthcare clinics, and leadership programs. According to the Alliance for Middle East Peace (ALLMEP), more than 200 NGOs are part of the network that could benefit from this funding. The initiative will help existing projects expand while investing in new ventures.

The announcement follows a nearly two-decade global campaign by ALLMEP. The organization first conceived the idea for an International Fund for Israeli-Palestinian Peace in 2009, inspired by the success of the International Fund for Ireland (IFI). In 2020, advocacy efforts led to a $250-million U.S. investment through the Middle East Partnership for Peace Act of 2020 (MEPPA). ALLMEP Executive Director John Lyndon noted that this new fund allows for a large-scale grassroots strategy to be fused with diplomacy for the first time.
