Speaking at election rallies in Kalyan and Ulhasnagar on January 7, ahead of the January 15 civic polls, Fadnavis outlined ambitious development plans worth ₹4.00 lakh crore for the Mumbai Metropolitan Region.

Fadnavis emphasized that MMRDA's role has been fundamentally redefined under the Mahayuti government. "MMRDA is not a bank; it was created to fund and build infrastructure across the entire metropolitan area," the Chief Minister stated while addressing an election rally at Kalyan ahead of the Kalyan-Dombivli Municipal Corporation (KDMC) polls.

Fadnavis urged citizens to provide an "unprecedented mandate" for the BJP-led Mahayuti on January 15, promising to make Kalyan-Dombivli the best municipal corporation in the country over the next five years. The KDMC is among 29 municipal corporations participating in the polls, with results scheduled for announcement on January 16.

Addressing concerns about Ulhasnagar's development, Fadnavis noted that despite the area's rich diversity and cultural harmony, it has lagged behind other municipal corporations. "Although Ulhasnagar is called a city, in many areas, the situation is worse than that of a village," he observed, promising to establish the "rule of law" and eliminate lawlessness in the region.
