Maharashtra Chief Minister Devendra Fadnavis has announced a major transformation of the Mumbai Metropolitan Region Development Authority (MMRDA), revealing that the state agency has evolved from functioning as a lending institution to becoming a powerhouse for large-scale infrastructure development. Speaking at election rallies in Kalyan and Ulhasnagar on January 7, ahead of the January 15 civic polls, Fadnavis outlined ambitious development plans worth ₹4.00 lakh crore for the Mumbai Metropolitan Region.
MMRDA's Strategic Transformation
Fadnavis emphasized that MMRDA's role has been fundamentally redefined under the Mahayuti government. "MMRDA is not a bank; it was created to fund and build infrastructure across the entire metropolitan area," the Chief Minister stated while addressing an election rally at Kalyan ahead of the Kalyan-Dombivli Municipal Corporation (KDMC) polls.

Major Infrastructure Announcements
In a significant announcement for commuters, Fadnavis promised comprehensive upgrades to Mumbai's local train system. "Our lifeline is the local train, and while we have developed stations and escalators under Prime Minister Narendra Modi's leadership, we are now bringing a bigger gift. All local trains will eventually have AC coaches with closed doors, similar to the metro," he announced.
Crucially, the CM assured that "the second-class ticket price will not increase by even one rupee," ensuring that modern comfort remains affordable for common passengers.
Game-Changing Projects for Kalyan-Dombivli
Fadnavis highlighted several major infrastructure projects that he described as "game changers" for reducing travel time for Kalyan and Dombivli residents:
- Airoli-Katai Naka Freeway
- Multi-modal corridor development
- East-west connectivity tunnels
- Creation of a massive business hub similar to BKC in Mumbai
- Bullet Train ecosystem development
- New data centers
These developments are expected to generate thousands of jobs for the next generation in the Kalyan-Dombivli region.
Electoral Promises and Regional Development
Fadnavis urged citizens to provide an "unprecedented mandate" for the BJP-led Mahayuti on January 15, promising to make Kalyan-Dombivli the best municipal corporation in the country over the next five years. The KDMC is among 29 municipal corporations participating in the polls, with results scheduled for announcement on January 16.
Addressing concerns about Ulhasnagar's development, Fadnavis noted that despite the area's rich diversity and cultural harmony, it has lagged behind other municipal corporations. "Although Ulhasnagar is called a city, in many areas, the situation is worse than that of a village," he observed, promising to establish the "rule of law" and eliminate lawlessness in the region.
