House Minority Leader Hakeem Jeffries raised serious concerns about a Senate-passed Russia sanctions bill, warning it grants President Donald Trump sweeping tariff powers Democrats fear he would abuse.

The legislation, which cleared the Senate 86-11 in August, would allow Trump to impose tariffs of up to 100% on goods from major buyers of Russian oil and gas. This potentially includes India, China, Azerbaijan, Hungary, and Slovakia.

Jeffries stated the measure risks providing authority that the administration would misuse. Representatives Richard Neal and Gregory Meeks expressed strong opposition, arguing Congress does not need to grant additional tariff powers as Trump already holds broad sanctioning authority.

"We haven’t had a conversation about it yet," Jeffries said. "It risks providing tariff and sanctions authority to Donald Trump and his administration that we believe they will abuse."
