Project Structure and Capacity Distribution

Performance Guarantees and Implementation Timeline

Successful bidders must provide multiple performance guarantees to ensure project execution. They must submit a performance bank guarantee of ₹2.76 million ($30,600) per MW to Rajasthan Urja Vikas and IT Services (RUVITL) for the power purchase agreement within 15 days of letter of award issuance. Additionally, a separate performance bank guarantee of ₹691,000 ($7,660) per MW must be submitted to RSDCL for the implementation support agreement within the same timeframe.

The projects must achieve commercial operation within 24 months from the effective date of the PPA. Developers must ensure the annual capacity utilization factor does not exceed 28% and maintain BESS availability at least 95% of its capacity on a monthly basis.

Technical Specifications and Grid Integration

The interconnection point will be 33 kV bays of pooling substations inside Pugal Solar Park, where project power will be injected into allocated bays. The delivery points differ by lot, with Lot-1 connecting to the 400 kV side and Lot-2 to the 220 kV side at the 765/400/220 kV Rajasthan Rajya Vidyut Prasaran State Transmission Utility Grid Substation at Pugal.

RUVITL will provide daily intimation of BESS discharge duration across 16 blocks for energy drawdown from the battery systems. Only commercially established and operational technologies should be used to minimize technology risk and ensure timely project commissioning.
